If you're building software in 2024, you're probably not thinking about government surveillance when you're debugging your latest feature or choosing between AWS and GCP. But maybe you should be.
Amazon and Google recently disclosed some eye-opening numbers about government data requests. We're talking tens of thousands of demands for user data from law enforcement agencies last year alone. These aren't edge cases or theoretical privacy concerns – this is the day-to-day reality of how our digital infrastructure operates.
As developers, we've been building on these platforms without really grappling with what that means. It's time we had that conversation.
The Numbers Behind the Curtain
Let's start with what we actually know. Amazon's Ring division and Google's Nest received thousands of government requests for user data in the past year. Amazon reported complying with a significant portion of these requests, often without requiring a warrant for basic subscriber information.
Google's transparency reports show similar patterns across their services – not just Nest, but Gmail, Drive, Photos, and everything else we integrate with daily. The volume isn't decreasing; if anything, it's becoming more routine.
What strikes me isn't necessarily that this is happening – most of us assumed it was. It's the scale and the casualness of it. This isn't the NSA conducting targeted operations; this is local police departments making data requests as part of standard investigations.
Why This Matters for Your Architecture Decisions
Here's where this gets practical. Every time you choose a cloud provider, every time you decide where to store user data, every time you pick a third-party service – you're making decisions about surveillance exposure.
Think about your current stack. If you're using AWS for hosting, Google for analytics, and maybe some other SaaS tools for user management, you've just created multiple potential access points for government data requests. Each service has its own policies, its own legal team, and its own threshold for pushing back on requests.
I'm not saying you should abandon cloud services – that's not realistic for most of us. But we should be making these choices with full awareness of what we're signing up for.
The Developer's Dilemma
This creates a genuine tension in how we build software. On one hand, we want to use the best tools available. AWS and GCP offer incredible services that would take years to build in-house. The productivity gains are massive.
On the other hand, every convenience comes with a trade-off in terms of control and privacy. When you use a managed database service, you're not just outsourcing database administration – you're also outsourcing the decision of whether to comply with government data requests.
The tricky part is that most of our users don't fully understand this trade-off. They trust us to make good decisions about their data, but they probably don't realize that "good" might include regular government access.
Practical Steps You Can Take
Audit Your Data Flows Start by mapping out where your user data actually goes. Not just the obvious places, but the logs, the analytics, the error tracking services. You might be surprised how many different companies have access to pieces of your users' information.
Read the Transparency Reports Most major tech companies publish transparency reports showing government request volumes. Actually read them for the services you use. Understand what data they'll hand over and under what circumstances.
Consider Data Minimization The best way to protect user data from surveillance is to not collect it in the first place. Before adding that new tracking pixel or user analytics, ask whether you really need that data.
Evaluate Self-Hosted Alternatives For some services, self-hosting might make sense. You'll have more control, but you'll also have more responsibility. And remember – you can still be compelled to hand over data, but at least you'll be the one making that decision.
Be Transparent with Users Consider being more explicit about your data practices. Most privacy policies are legal documents that nobody reads. What if you actually explained, in plain language, where user data goes and what protections exist?
The Bigger Picture
What bothers me most about this situation is how normalized it's become. We've built an entire industry on the assumption that user data will be regularly accessible to government agencies, and we've barely had a public conversation about whether that's what we want.
As developers, we're not just building features – we're building the infrastructure of surveillance. Every API endpoint, every database schema, every logging decision contributes to this system.
I'm not advocating for paranoia or suggesting we should all become privacy extremists. But I do think we need to be more intentional about these choices. The default path of using whatever's most convenient has created a system where surveillance is trivially easy.

Maybe it's time we developed one. Because these numbers from Amazon and Google aren't going to get smaller, and the decisions we make today about architecture and data handling will shape the surveillance landscape for years to come.
